The part is supplied as a whole as shown in the photo. The rectangular plastic part on the cable is welded to/with the cable. The rectangular part is the traffic antenna. This works with any Garmin that has traffic radio (subscription). Therefore also with the Navi 3590LMT. No additional things are needed - plug the large connector into the electrical socket (car) - plug the small connector into the navigation device - off you go.
According to the Garmin homepage, the cable is compatible with the Nüvi 2455LM and the Nüvi 2455LMT.

I am not aware that the same cable is available with USB. You could ask Garmin directly for more information.
This cable has nothing to do with DAB
It is used for the power supply and can receive traffic messages. Traffic information varies from country to country. Reception is FM

This device is a combination between a TMC antenna and a charger. It's official name is "GTM36 TMC Empfänger Lifetime".
