The dimensions seem to me to be equivalent with the DELL Optiflex, to be confirmed by further research. In any case, it corresponded to my desires.

I use this card with an HP EliteDesk 800 G2 SFF and it works very well in this computer. It can be assumed that all SFF computers from HP have approximately the same dimensions for extra cards. Another thing to note would be that the power supply is about 200W, as is the case with my machine.

I run the card with a 280W power supply in a Lenovo M92. Running with SSD and no other loads active. Check other outputs of the card and make sure that the monitor is switched to the correct input source. Is the card correctly inserted in the socket? Is the fan running?

I don't know the case. Does it have enough space for a half-height 2-slot card? It could be that the card cannot be used in the PCI Express slot because the slot is on the wrong side like on the Dell Optiplex 9020.
