Your CPU is I7 9700k (9 generation) with a 1151 socket the motherboard from MSI MPG Z490 Gaming Plus (LGA 1200, Intel Z490, ATX) has a 1200 socket that only the Intel of the 10 generation air on it for example i7 10700K. With the exception of a few low budget INTEL CPU's for example Intel Pentium G6400.

maybe you are lucky and the mainboard already has the version 7C75vA6 from february 2021 or higher. otherwise you need a 10th generation cpu to do a BIOS update to run an 11th generation cpu, because this mainboard does not support flashback.
If you mean this in relation to RGB fans and their colour control; yes, the motherboard has x2 3-pin 5V slots, MSI calls these "JRAINBOW". See page 84 of the German manual:

Graphics cards that can run PCIe 4.0 are downward compatible and also run with 3.0. Performance losses are also not to be expected.

The 4pin CPU connector is purely optional and is not normally required. It is only necessary with very large OC in connection with a hungry CPU where a lot of power is needed. This is why the 4pin connector is not usually found on smaller power supplies, but only on the larger ones.
