No, this is a passive mixer (requires no power), you can only change the volume with it, but you can make it even louder than it is now. For that you would need an audio amplifier. LG Hofer

So I have a speaker with a 3.5mm jack input and I have an amazon echo dot and a PC. Can I use this device to mix the outputs of both output devices (echo dot and PC) in one output device (logitech speaker)?

Yes, the outputs can be mixed in this way. However, they cannot be used as inputs at the same time.

The headset is then only used as an output, he would have to use an external mic.
