Apparently not. Looks like "Raise the game" is linked to "https://www.digitec.ch/en/s1/producttype/graphics-cards-106?pdo=39-666%3A743%7C39-347%3A498067&tagIds=76&take=75" where the cards includes "With free promotional product" in red.
I bought the card just before last Xmas and it operates fantastic. I have a latest generation full AMD PC, ASUS Rog Strix X570-E Gaming motherboard, Ryzen 3700x CPU and Powercolor Radeon RX 5700 XT Red Devil graphic card and works just wonderful.
