Can a monitor be connected to the USB port via a hub and can the tablet be charged at the same time?

No, an external monitor cannot be connected via the USB-C port using a hub.
The USB-C port only supports USB 2.0, charging and OTG (e.g. USB sticks), but no image output (no DisplayPort/HDMI Alt mode).

Simultaneous charging and data utilisation via a suitable OTG/charging hub is technically possible.
However, I am not completely sure whether simultaneous charging is officially supported or approved by Lenovo for this model; a look at the Lenovo documentation or our Community would be useful here.
