Can one open and read any pdf file, for instance pdf books in other languages (old Cyrillic) that are downloaded from free libraries (= not bought on some connected webstore)?

I would be surprised if it doesn't work, it has opened all pdf's so far, no matter if text or pictures!

Firstly, it depends on whether the scans are graphics/images or whether they have been run through text recognition software. To be able to read PDFs correctly, a "reflow" would be necessary so that the text adapts to the screen size (the line length is adjusted accordingly): PDF was originally created as a print format with a fixed layout. Various applications are capable of reflow, but many readers are not. Then you always see only one page and have to scroll back and forth, up and down, if the screen is not large enough.
