As long as the threshold to the terrace is not too high, he can get over it on his own.
Otherwise, just make a small ramp out of cardboard or something similar :-P

Since I don't have a balcony, I can't judge.
But in general: "normal" thresholds inside a flat are no problem for him (mine are a good 1 cm high).
