Does anything change when I create a new pre-date? Do I then delete internal programmes? So that I can no longer use them....

The programmes/files were copied to it at the factory. Can be copied to another drive before formatting and then back.

These tools can also be downloaded from Samsung. These tools are not absolutely necessary.

What do you mean "internal programmes"? When you format, the whole disk is empty afterwards. So everything that was on it is gone.
