The Samsung screen is indeed tiltable, but not by much. I would advise against buying it, the Samsung unit is from 2015, so it's old (although new in the box). I recommend this LG monitor instead of the Samsung: LG 27UL500-W.AEU (insist on CH power cable, there are some who probably got a EUR cable):

LG 27UL500-W.AEU (27", 3840 x 2160 Pixels)

The Samsung model can't play HDCP 2.2, so there's no 4K playback of copyright-protected content when connected externally. Also, only one HDMI port is 60Hz capable, the second is only 30Hz. The panel is a TN panel, which is dependent on the screen angle.

The LG has HDCP 2.2, so it can also play back 4K films from an external 4K box. It also has an IPS panel, which is much better than TN in terms of quality. For the extra 50 francs, there is also a much more frequently used VESA mount in 100 x 100 mm (Samsung uses an exotic format 75mm x 75mm).

It can be tilted up to about 45 degrees, then it just falls over. Seriously, mine is not tiltable. But I'm happy with it... for work it's completely sufficient...
