If you have too low FPS at the moment, then you should upgrade the graphics card. The RAM and CPU are absolutely sufficient at the moment.
PS: SLI will only be worthwhile in 2020 if you combine two 2080ti with each other.

No. NVIDIA SLI is only supported from the RTX 2070 onwards. This means that you won't get any performance increase if you install a second one.
