Is it possible to use two of these devices on different PCs and log in to the same sites from both with the same logins?

Yes, the fingerprint reader is compatible with various password managers such as Lastpass and Dashlane, which can synchronise passwords between different PCs. As far as I know, however, this does not work without such an additional service.
