Yes, this works via USB-C. In other words, with Android or newer iPhones (with USB-C). Older iPhones need adapters.

On the topic of "smooth", it depends on the content because of DRM. Netflix, Disney+ and similar block high resolutions behind HDCP. A simple portable monitor via USB-C can usually cope with this, but some combinations of app and phone reduce the quality or block protected content on external screens altogether. This is not a problem with free or self-hosted content.
