Mine came with a Swiss power supply unit. And about the laptop: I can only say something about Windows 10 and it works fine. However, it can be assumed that it also works with older Windows versions.

the power supply is included. but we took the power via the usb-connection of the tv. advantage: power on = chromecast on ;)
the "streaming" from the desktop is illogical. but unfortunately i don't know.
