Is there a suitable 4TB hard disk (HDD)? I have read that only HDDs that do not require more than 5V are supported.

Standard 2.5" HDDs are not affected by this, up to the current maximum size of 5TB they all only run with 5Volt.
There are some special SSDs for the high-end enterprise sector that require 12V in addition to 5V.
Standard consumer SSDs are not affected by this, but these usually do not have anywhere near the write lifetime of the enterprise series. And especially in case someone wants to use SSD cache in a Synology, I would like to point out that the lifetime of the SSDs used there will quickly go down the drain.
As a rule, even a good Samsung Evo is finished after ~ 1 year (when using 2 SSDs as read/write cache).
Therefore, SSD caching is simply too expensive for me in terms of price/performance in the long term.
