Is there an app that can be used to synchronise iCloud photos with the NAS? And if so, are Live Photos that have already been uploaded displayed as Live Photos again when they are downloaded to the iPhone?

Hi yes there is a whole APP store for the NAS. Also one for photos.
I can't answer your question about the iPhone.
