The description says 6,400mAh. Doesn't it have 25600 mAh at 3.7 V?

It has. But the decisive factor is the battery capacity, which is 94.72Wh. The capacity is always the same, but at a lower voltage you can draw longer or more amps, hence the difference in the figures. At a nominal voltage of 14.8V you can draw 6400mAh. Then the calculation is 6400mAh * 14.8V = 94.72Wh. If the voltage is only 3.7V, you can draw 25600mAh from the 94.72Wh. 25600mAh * 3.7V = 94.72Wh
