The write rate of this SSD I bought is around 60 MB/s, but the promised rate is 540 MB/s. I wonder now if this is due to the USB interface because I only have USB 3.0 on my PC?

1) There must be at least one USB 3.0 SuperSpeed port (with the SS marking or blue ports).
2) the source must be fast enough
3) if a virus scanner interferes, it is also sense
4) Cables, hubs or devices on other ports etc. may slow down the whole thing

This is most likely due to your USB connection because USB 2.0 can only do 60MB/s, USB 3.0 480MB/s, have a look at the internal cabling, someone may have connected your USB 3.0 to a 2.0 header, there are housings where both are provided because some mainboards do not have a 3.0 header yet.
