What does "without LTE" mean? No SIM or only up to 3G/4G? I'm looking for a device on which you can use WhatsApp, which means that you have to be able to insert a SIM card. In the end, I only need it via WLAN. Is that possible with this device?

A SIM card is not absolutely necessary. I have registered the tablet on the Wi-Fi and can now do everything my Wi-Fi allows - surfing, streaming, WhatsApp, etc.
