With the Homepod mini, is it possible to programme it to play selected music when I get home? Just like I can make certain Philips Hue lights come on when I get home? If so, can someone help me?

Yes, it is possible with the Shortcuts app from Apple. There it is also possible to program the Hue lights.
Without the iPhone, I'm not sure if it works.
