Bliss investigates a thrilling crime series inspired by the works of Edgar Wallace. The discovery of a woman's body in the Thames disturbs Chief Inspector Bliss of Scotland Yard: the deceased is the sister of Arthur Milton, also known as The Hexer. This phantom, whose true face has never been seen by anyone, is notorious for taking the law into his own hands. Bliss fears that Arthur Milton might hold those responsible for the murder accountable before the police can apprehend them. This concern is not unfounded, as The Hexer is always one step ahead of Scotland Yard, and soon there are more dead bodies. When Milton's wife appears in London, the Chief Inspector sees an opportunity to track down the mysterious avenger.
