Can you operate this thing without having Wi-Fi? Smartphone with Bluetooth available but no Wi-Fi.

Good morning
No, unfortunately this is not possible (as far as I know). However, you can use it as a "normal" lamp with an on/off light switch, but "dimming and changing the light mode" will not work. Nabst WLAN you also always need a Hue Bridge.
