Can I use the 2m cable to stick it to the back of my 46" TV for the light effect known from the Philipps TVs? The finished gradient light strips are only available for 65" and above. But I think it's the same product, just cut to size. Is this assumption correct?

No, you can't do it just like that.
First of all, you need an additional HUE HDMI Sync Box that is connected between the external player and the TV via an HDMI cable.
You can only use the simple gradient strip for one side of the TV. So either only at the bottom, top or side. The strip is then divided into three segments, which then adapt in colour to the respective edge area of the TV.
However, I would only recommend this if you already have the "real" Ambilight strip from Philips Hue and only want to additionally illuminate the lower side.

I have mounted the 55" TV Lightstrip on my 48" TV. It still works well. The only disadvantage is that you can see the light strip if you stand a little to the side of the TV.

If you use the normal light strip, the whole strip will probably just light up in the same colour or the position of the colours relative to the screen will not match.
