I have just tried it out. Works equally well. (The nail scissors are very compact, i.e. the individual scissors do not sit as loosely as, for example, paper scissors. Therefore, the left-right effect does not come into play).

Good question, the scissors are more for the right hand, but I think it should also work with the left hand.
