According to the manufacturer's site, devices from the MacBook Pro series with M1 and M2 processors are suitable, and this docking solution can also handle 4K UHD 3840 x 2160 at 60Hz, which should definitely work.

Please make sure that your iPad is listed as fully compatible on https://satechi.net/products/slim-multi-port-adapter-with-ethernet?variant=32219893891160. Basically, the product should be driverless, so I tend to rule out a software problem. Unfortunately, I can't try this exact model because I don't have it. But I have tried a similar model and indeed, it is exactly as you write, everything stays on even when the iPad Pro screen is off.

The manufacturer's homepage says "1 x 4K HDMI port - 60Hz". I don't know if the Hz number could be higher at 2K. But I doubt it. The manufacturer also says that on certain Macs only 30Hz is supported at 4K. A clever marketing department would then surely also mention if even 120Hz or more were possible at 2K. My 2K monitor also displays 60Hz, but I don't have a TOP HDMI cable at hand. Maybe ask Satechi directly? Btw (if not already known): More than 60Hz refresh rate makes sense mainly for gaming. This has nothing to do with "flicker-free". That depends more on the display (e.g. display lighting). Even the top screens from LG (Ultrafine) only deliver 60Hz on the Mac via Thunderbolt.

You won't find anything about USB-C with only one port assignment. You need at least a 2-port like this one: Satechi ST-TCDMMAM (HDMI, 60W, USB Type C, USB A) Or you can use a Thunderbolt 3 dock if your laptop has one. The bottleneck is the data bandwidth that a single USB-C port can deliver. 4K@60Hz requires about 18 Gps, which is beyond the bandwidth of USB-C 3.1 Gen2. This should then no longer be a problem for future laptops with USB4.
