Yes. It's using the Prolific PL2303RA chipset.

Unfortunatly so.
StarTech USB to RS232 serial Adapter is based on PL2303RA chipset.

I'm also looking for an USB to RS232 serial Adapter that is based on the FTDI chipset. The FTDI chipset is supported with opensource drivers and macOS (for a long time and still) has them built in, as do most Linux distros, and on Windows as well I've never had to hassle with drivers when using FTDI chipset.
