Can it be used to operate a 400 V 16 A welding machine? Or do you need an orange cable for this ?

I'm not an electrician but I've never heard that the colour of the cable is linked to its characteristics.
Here I read that this cable has 1.5mm2 cross-section wires and supports 16 amps. So it seems suitable for a 16 amp machine. If in doubt, consult an electrician.

I don't know if it works with a welder, I use it to run a log splitter with a force of 10 T attached to the generator
