I assume so. At least when I chose the RAM modules, I made sure that the clock speed was supported, i.e. the 2666. According to many videos on YouTube, I should have gone for a newer CPU socket and thus a newer processor architecture. That, at least, is another consideration. There are configuration tools online that check the compatibility of the components, which I would recommend before buying so that you can identify exactly such potential problems.

According to the PC Part Picker, there may be an incompatibility: Warning: The ASRock B365M Pro4 Micro ATX LGA1151 motherboard supports the Intel Core i5-9400F 2.9 GHz 6-Core processor with BIOS version P4.00. If the motherboard uses an older BIOS version, a BIOS update will be required to support the CPU. Warning: Some physical size constraints are currently not checked, such as CPU coolers and free space for RAM.

No, your old CPU and this mainboard do not fit together https://www.asrock.com/MB... You will hardly be able to buy a new board with this CPU on it. If you really only want to buy a "new" mainboard, look around for second-hand ones (Ricardo, Tutti, etc).
