update: it works - the effort is immense, it easily took 2.5 hours to assemble the cooler.
The instructions provided are more than poor, but various YouTube videos are very helpful.
Cooling performance is very very good. Previously around 40 degrees at idle, now 28.
Under full load: previously 83 degrees (90% cooler utilisation via MSI Afterburner) - with cooler 52 degrees at 20% cooler activation.
If possible, buy a card that already has a sensible fan pre-installed.
Then you won't lose the manufacturer's warranty and you won't have any problems.
Anyway, the extra cost of a 1660 ti with a better heat sink is about the same as the price of this cooler.
Probably yes, but I would rather use water cooling again for a water-cooled card. The only prerequisite is that the GPU chip is in exactly the same place and that the holes for the screws are present all around.
if you can remove the backplate, yes.
The rest of the housing you have to compare/measure with the dimensions - the cooler is bigger than the card.

I have the same "after market cooler" on a RX 5700 XT but there are videos that are super mounted with Rtx 2070. If you have the Blower cooling design, it would be worth it. However, if you have the Axial model, it's not very worth it in my opinion.

Yes, the Arctic Accelero Xtreme IV graphics card cooler fits RX 5700XT. I installed one myself on an MSI RX 5700XT Mech OC. Great improvements in cooling performance, temperature and noise. I also ordered the Accelero Xtreme III heat sinks from Arctic and put them on. :)

If you have a reference design, then yes - also according to the instructions.
The problem with my inno3D version was that the backplate cannot be removed and the cooling fins are in the way. - So I still have one lying around unused if you want it :D

No, it is not compatible with a Quadro 4000.
If by protective film you mean the pastes between the heat sink and the processor, then yes, this is needed to ensure good heat conduction.

It is a standard plug that goes directly to the gpu, i.e. where the old fans were plugged in. I don't know the name right now, someone else will have to find out. It is highly likely that your gpu has this header, but I can't guarantee that it does. it's best to check before you buy, but it was absolutely no problem for me.

You have about 1cm between the mounting plate and the fins to glue your sinks. Also, the heatpipes' slope adds a bit to the width of the plate so make sure there are no ~5mm and higher components on a roughly 6.5x8cm rectangle centered on the chip.

I used a bunch of 20x5mm sinks on my card to be sure, but I would've been fine with 8-9mm.
My biggest problem with the cooler was the sink that goes on the other side of the card, since my motherboard had components in the way (suspected as much before buying the cooler, but it was a bummer anyway...).

I have the cooler on my 1080Ti FE. You just have to make sure that the whole thing fits into your case. The cooler is much longer than the reference cooler.
10-15db, I think. So you don't hear the cooler

No, there is no PWM adapter included. The fans are connected directly to the graphics card. The PWM controller is integrated in the graphics card.

Since you remove the case of the board when mounting the cooler, the whole thing is basically a zero-sum game. As long as you have one or two centimetres of space above the card, mounting should not be a problem.
Yes, it is compatible. I don't own an r9 390 myself, but Arctic's website is more accurate.

It should actually fit. The current cooler (blower) is being replaced. I assume that PNY uses the reference design for the GPU layout.
