The hard disk works without any problems under Windows 10. I don't know whether the backup software on it also works under Windows 10. I have never tried it out, but have always just formatted the HD.
Yes, you just need to format the disk in NTFS format to use it under Windows and in Mac OS Extended (journaled) or Mac OS Extended (journaled, encrypted) format to use it under Mac. Since macOS High Sierra, it is also possible to use the new APFS format.

As far as I know, this should work because the external hard drive requires a 3.0 usb connection and the tv has one of these. In addition, all hard drives are built in such a way that they are recognised immediately, just like an usb stick.

The software "WD Security" must be installed on the respective PC in order to decrypt the HDD via password. However, the HDD can also be used without encryption if you wish.
